01The Place

A quarter for the institutions.

At ~840 metres on a north-Damascus hillside near the village of Yusef Al-Atma (يوسف العظمة), Talia Quarter sits ~9.5 km north of Damascus — the first KETURAH masterplan placed on the corridor's northern flank. The site reads the slope: a clear north-east-to-south-west fall line, an irregular L-shaped footprint that follows the contour, and a long edge against the Damascus expressway.

الطليعة, al-Talia, means the vanguard — the advanced guard, the leading edge, the first wave. Programmatically the name is the brief: the quarter carries the corridor's civic and institutional firsts — the first dedicated university quad, the first standalone data centre, the first hospital wing, the first cultural centre with a 600-seat amphitheatre. The brand mark at the entry reads "THE BOUNDARY · ذا باوْنري · The Vanguard" — the second site in the BOUNDARY family, after Hudud at the corridor's southern edge.

The site is reached from the corridor expressway through a brass-trimmed iwan gateway carved in deep limestone, framed by mashrabiya screens and lit by lantern columns. The civic plaza descends into the slope; the cultural centre and amphitheatre cluster on the south-facing terraces; the university quad and K-12 campus occupy the upper plateau; the data centre and hospital sit on the eastern shoulder. A residential staff/faculty band of 280 homes wraps the western edge.

02The Vision

The corridor's
institutions in
one quarter.

Talia answers a structural question the corridor has been carrying since Phase A: where do the institutions go? Bawaba seeded education; Olive Grove placed the first hospital; Mind Garden delivered the office programme; Anar gave the village a school and a hospital wing. Talia consolidates them — into a single 32-hectare campus-scale masterplan, north of Damascus, with the university quad, the K-12 campus, the data centre, the hospital wing, the cultural centre, the library, the amphitheatre, the mosque, and the healing garden all carried as one civic gesture.

The civic centrepiece is the iwan-arched gateway and the descending civic plaza behind it — a three-terrace public room that reads the slope and frames the cultural-centre amphitheatre. The amphitheatre takes the natural rake at the steepest south-east edge; the library and cultural-centre wing close the plaza's western flank; the mosque sits on the upper north terrace. Above all of this the university quad and the K-12 campus occupy the plateau, and the data centre and hospital take the eastern shoulder.

The brand does not say "institutional district". It says "THE BOUNDARY · The Vanguard" — the second BOUNDARY-branded community, after Hudud. The discipline is to make 327,000 m² of programme — almost two-thirds community-civic — read as one continuous Damascene-language campus, planted into the slope, framed by the agricultural belt.

03Nine Civic Anchors

Nine institutions,
one campus grammar.

Each anchor sits on a named threshold along the campus spine. Together they consolidate the corridor's civic and institutional programme into a single 32-hectare quarter.

ANCHOR I · UNIVERSITY QUAD

The University.

A 48,000 m² university campus organised around a central quad — six teaching wings, two research labs, a graduate library and seminar court. The corridor's first dedicated university.

ANCHOR II · K-12 CAMPUS

The School.

A 22,000 m² K-12 campus with separate primary and secondary courtyards, a sports field, an art studio, a music wing. Sized for ~1,400 students from across the corridor.

ANCHOR III · CULTURAL CENTRE

The Centre.

A 14,000 m² cultural centre with a 600-seat amphitheatre cut into the natural rake, a 4,000 m² library, three rehearsal studios, and a heritage-pavilion teaching cluster.

ANCHOR IV · HOSPITAL WING

The Hospital.

An 18,000 m² hospital wing on the eastern shoulder — day surgery, maternity, paediatric, elder-care, a teaching unit linked to the university. Sized to serve the northern half of the corridor.

ANCHOR V · DATA CENTRE

The Data Centre.

A 12,000 m² Tier-III data centre with on-site renewable PV and a dedicated cooling loop. The corridor's first dedicated digital infrastructure anchor.

ANCHOR VI · QUARTER MOSQUE

The Mosque.

A 3,200 m² mosque with courtyard and minaret on the upper north terrace, framing the civic plaza axis. Capacity for ~1,800 worshippers at Friday prayer.

ANCHOR VII · HEALING GARDEN

The Healing Garden.

A 3.6-hectare wellness garden linking the hospital to the residential band — herb terraces, walking loop, meditation pavilion, citrus court, contemplation niches.

ANCHOR VIII · RENEWABLE PV

The PV Grid.

Rooftop arrays across the institutional buildings + a 2.4-hectare ground-mount field. Powers the campus loop including the data centre. Surplus feeds the corridor grid.

ANCHOR IX · STAFF HOUSING

The Faculty Band.

280 units of faculty / staff housing on the western edge — 9 percent of envelope GFA. Mid-rise courtyard blocks above an active podium. The campus' only residential.

04Programme · Area Details

327,000 m² of programme.

A community-led mix with only 9 percent residential — the corridor's most institutional masterplan. Programme bands disclosed at gross floor area (GFA) and net interior area (NIA); use percentages reflect each band's share of the envelope and overlap vertically.

Total programmable building envelope
Net Interior Area

Community leads at 64 percent of envelope GFA — the corridor's highest. Parking sits below grade at 53 percent (the band overlaps with community above). Residential is intentionally small at 9 percent — a faculty / staff band on the western edge. NIA-to-GFA efficiency runs at 85 percent.

Use type % of GFA GFA NIA
Community 64% 209,000 m² 167,000 m²
Parking 53% 175,000 m² 87,300 m²
Residential 9% 30,800 m² 23,800 m²
Site total 100% 327,000 m² 278,000 m²

Use percentages overlap vertically — parking sits below grade beneath community programme. Community envelope carries: university quad, K-12 campus, cultural centre, hospital wing, data centre, mosque, healing-garden building, plus ancillary mechanical. T0

05Sustainability · 10-Year Carbon

A 27 percent reduction —
institutional sustainable.

Ten-year tonnes of CO₂ equivalent for the as-designed quarter, compared against a baseline that applies no sustainability strategies. The reduction is driven almost entirely by the sustainable-materials programme — institutional buildings carry deep embodied-carbon savings via low-carbon concrete and FSC-certified timber.

Electrified heating saves ~1,490 MWh annually. The institutional buildings carry the deepest embodied-carbon optimisation in the corridor at this date — low-carbon concrete, FSC-certified timber, recycled-content steel. Transportation is deferred to corridor-level BRT (Talia's own BRT terminus opens at Phase K). T0

The vanguard
opens in 2062.

Talia Quarter is the corridor's institutional vanguard — 32 hectares, 327,000 m² of programme, nine civic anchors (university, school, cultural centre, hospital, data centre, mosque, healing garden, PV grid, faculty band), and the highest community share in the corridor at 64 percent. Sister site to Hudud in the BOUNDARY family. First registrations are open to verified counterparties — sovereign anchors, foundation patrons, qualified institutional and individual purchasers.
