03 Masterplan Atlas

Geography first.
Programme second.

Thirteen layers govern the corridor: boundary, seven anchors, T-zones, transit, hydrology, heritage and archaeology, geology, phasing, the inviolable agricultural belt, infrastructure, public realm, risk, and cultural register.

03.B Phasing — A through D

Phasing is honest.
A plan is what survives the absence of the people who drew it.

A
2026 — 2031

Yafour breaks ground.

50,000 residents · Phase A 12,500 dwelling units $4.2B capital · S1–S2 stations Education + innovation campus opens
B
2031 — 2037

Digital + healthcare anchors.

Kafr Qoud · 110 MW data-centre Al-Baja · 720-bed tertiary hospital S3–S5 stations operational Agricultural belt ring complete
C
2037 — 2044

Civic core consolidates.

Al-Qurain T6 core · library, museum As-Salboura · agri-belt interface Ras Al-Ain · spring-source park S6–S12 stations operational
D
2044 — 2050

Eastern terminus completion.

Qatana · renewable energy plant Belt completion · landscape closure S13–S14 stations · 28 km active 1,000,000 residents at maturity

03.D20 Locked KPIs

Twenty metrics carry weight.
Locked through the instrument.

Each KPI is bound by the plan and reviewed at trigger gates. Mobility, land-use mix, growth control, environment, services — five families, twenty metrics.

Mobility · M1–M5
  • M1 · 62% transit mode-share
  • M2 · 5-min BRT headway
  • M3 · 80% within 400 m of station
  • M4 · 28 km dedicated ROW
  • M5 · 14 stations operational
Land-Use Mix · L1–L3
  • L1 · ≥45% residential
  • L2 · ≥25% non-residential
  • L3 · ≥15% civic / cultural
Growth Control · G1–G5
  • G1 · Phase trigger ≥ 70%
  • G2 · Belt FAR = 0
  • G3 · T6 = 130 ha cap
  • G4 · Density cap by T-zone
  • G5 · Sequenced occupancy
Environment · E1–E4
  • E1 · Sub-basin water budget
  • E2 · Wadi Barada baseline
  • E3 · Belt covenant verified
  • E4 · IPA / IUCN compliance
Services · S1–S3
  • S1 · 720 hospital beds delivered
  • S2 · K–12 capacity sized to phase
  • S3 · 24/7 utilities operational
03.ESix Absolute Constraints

Six constraints. No trade-offs.

CONSTRAINT 1

7,350 ha belt protected, permanently.

Inviolable conservation easement. No conversion regardless of phase, capital pressure, or political cycle.

CONSTRAINT 2

Single Source of Truth (SSOT).

14 canonical values displayed verbatim — no rounding, no rephrasing — across every artefact and every audience.

CONSTRAINT 3

Truth-level discipline (T0–T3).

Every claim carries an evidence tier in-line. No tier, no claim.

CONSTRAINT 4

BRT does not compromise agriculture.

BRT alignment is routed around the T2 belt. The transit line never crosses or eats into agricultural land.

CONSTRAINT 5

500 m Yafour military exclusion.

A 500-metre buffer around Yafour Military Base. No civilian programme inside the buffer, regardless of phase.

CONSTRAINT 6

Deir El Aachayer is civic, not commercial.

The Roman Temple site at Station 7 becomes a civic plaza, not a leasable parcel. Heritage informs programme, not vice versa.
