Every artefact on this surface is pre-release material distributed under a contractually-bound confidentiality regime. The terms below govern access, sub-distribution, and the institutional NDA pathway.

01 · Scope of this regime

The KETURAH Integrated City surface — this website, the linked artefacts, the underlying GIS datasets, the planning code, the financial model, the renders, the brand-identity register, and the supporting research compilations — constitutes pre-release confidential material. It is shared with verified counterparties for the express purpose of evaluating sovereign-anchor participation, DFI co-investment, qualified institutional placement, foundation partnership, or vendor onboarding.

By accessing this surface, the recipient acknowledges that the material is provided in confidence and that the obligations described below apply from the point of first access, regardless of whether an NDA has been countersigned.

02 · Categories of confidential material

The corridor's artefacts are grouped into four confidentiality tiers, in increasing sensitivity:

  • C0 · Public-facing. Marketing-grade language, programme overview, brand identity. Distributable on request.
  • C1 · Pre-release controlled. Site coordinates, masterplan diagrams, T-zone allocations, render galleries, evidence-stack claims. Subject to attribution and no further distribution.
  • C2 · Diligence-room. Capital stack, return model, phase-trigger criteria, decision log, vendor list, sanctions screening posture. Subject to NDA + KYC.
  • C3 · Anchor-only. Land-title chain, escrow instructions, sovereign-anchor commitments, board minutes, settlement-register parcel detail. Subject to executed framework agreement.

The website itself — including everything you can see by browsing — corresponds to C0 and selected C1 material. C2 and C3 require separate access through the diligence pathway.

03 · Distribution rules

The recipient may discuss the contents of C0 / C1 material with their internal team and direct professional advisers (legal, tax, technical) on a need-to-know basis. The recipient may not:

  • Forward URLs, login credentials, or downloaded PDF artefacts to third parties without prior written consent;
  • Publish, post on social channels, or share excerpts (text or imagery) in newsletters, briefings, or analyst reports;
  • Train machine-learning models on the material;
  • Reverse-engineer the financial model, the masterplan code, or the render asset set;
  • Quote or attribute claims without first verifying the corresponding evidence tier (T0–T3).

Sub-distribution by sovereign or institutional principals. A recipient acting as a counterparty principal (sovereign wealth fund, DFI, anchor tenant, advisory firm) may circulate this material internally and to engaged advisers under their own confidentiality regime, provided no element of the material leaves the principal's secure perimeter and the principal accepts equivalent obligations.

04 · NDA pathway

To progress from website access to C2 diligence-room access, a counterparty enters the standard NDA pathway:

  1. Counterparty submits a Request Diligence form on the Investor Instrument page identifying the entity, the principal contacts, and the intended scope of evaluation.
  2. KETURAH Master Entity conducts OFAC / UK / EU sanctions screening on the entity and on identified ultimate beneficial owners (see Sanctions / KYC).
  3. Upon clearance, a mutual NDA is countersigned (governing law selected from a short list at request; default English law, exclusive jurisdiction).
  4. Data-room credentials are issued within five (5) business days of NDA countersignature.
  5. C3 anchor-only material follows a separate framework-agreement pathway.

05 · Data room access

The diligence data room is hosted on a separate controlled platform (not on this website). Access is per-named-user, time-limited, watermarked, and audited. The current rolling indices are:

  • Index A · Plan — masterplan, T-zone allocations, BRT, KPIs, constraints.
  • Index B · Evidence — claim register, verification gates, decision log, risk register.
  • Index C · Capital — capital plan, package economics, return logic, debt model.
  • Index D · Land & Title — settlement register, Tabu evidence, encumbrance scans, easement drafts.
  • Index E · Heritage & Ecology — IPA register, archaeological clearances, cultural-protocol obligations.
  • Index F · Sanctions & KYC — vendor screening protocol, UBO methodology, watch-list mapping.

06 · Breach and remedy

Unauthorised disclosure of C1, C2, or C3 material is treated as a material breach. Remedies include (without prejudice to other rights):

  • Immediate revocation of website and data-room access;
  • Notification of the breach to peer institutional counterparties on a need-to-know basis;
  • Injunctive relief in the agreed jurisdiction;
  • Disgorgement of any commercial benefit derived from the breach;
  • Recovery of legal costs.

Inadvertent disclosure is to be reported to KETURAH Master Entity within twenty-four (24) hours of discovery; cure provisions apply.

07 · Cultural protocol overlay

A subset of the corridor's material concerns Syrian living-heritage practices, archaeological sites, and indigenous-knowledge registers. This material is governed additionally by the Cultural Protocol, which imposes a stricter standard on attribution, reproduction, and circulation regardless of confidentiality tier.

08 · Contact

This document is itself C0 material. It may be distributed by the recipient to internal compliance teams and external counsel. No further public posting.
