01 / Geography

The land determines what the city is allowed to become.

Hydrology, bedrock, archaeology, and prevailing winds set the ceiling. Programme adapts to ground; ground does not adapt to programme.

02 / Belt

The agricultural belt is not a land bank.

7,350 hectares — olive, almond, pistachio, vine, rose, apiary, grain, grazing — held in perpetual conservation easement and cooperative governance.

03 / Instrument

The masterplan is bound by plan, code, covenants, entity, and trust.

A plan is what survives the absence of the people who drew it. Each layer of the instrument binds the layer beneath. No layer is optional.

04.A The Charter

Layla's Charter.

A planning ethic. Every decision the corridor makes is tested against the lifecycle of a fictional girl named Layla — born in Yafour in 2027 and living through to 2097. Phase A is her childhood. Phase D is her old age.

If a choice degrades her thirties or her sixties, the choice is wrong — even if it improves a single quarter. The Charter is the corridor's intergenerational equity instrument.

Existing residents are integrated, not removed. Consent, compensation, and alternatives are conditions, not options.

Diaspora housing and land rights.

Returning Syrian diaspora carry registered housing and land rights from arrival, not on application.

Public realm, schools, healthcare, and mobility are sized to a child's day — not an adult commuter's only.

Promise IV

Belt protected, permanently.

7,350 ha agricultural belt held in perpetual conservation easement. No conversion. No phase-out.
